Creation of the Enterprise Solutions Advisory Council
WHEREAS, Montana has a broad and far-reaching Strategic Plan for Information Technology; and
WHEREAS, the Montana Information Technology Act of 2001 encourages the use of enterprise-wide solutions; and
WHEREAS, technology solutions implemented enterprise-wide can result in improvements in efficiencies, customer service and cost savings; and
WHEREAS, the state has made substantial investments in enterprise solutions to serve many needs of state agencies, and can leverage those investments further;
WHEREAS, a forum is needed to bring the various state agencies together to discuss common business processes, to explore best practices, to recommend solutions to improve efficiency and effectiveness, and to assist in the marketing of implemented changes in businesses processes; and
WHEREAS, the SABHRS Executive Council, created as an advisory council under the Department of Administration in 1999, is being renamed the Enterprise Solutions Advisory Council with an updated vision, mission and goals to meet the Montana state government needs in human resources, finance, procurement, budget and other common business processes.
NOW, THEREFORE, I, Scott Darkenwald, Director of the Department of Administration, hereby create the Enterprise Solutions Advisory Council (ESC) within the Department of Administration effective September 30, 2003 in accordance with the provisions of section 2-15-122, MCA.
I. Mission/Purpose
- Mission:
The mission of the ESC is "To lead the research, development and implementation of effective and efficient enterprise-wide business process solutions."
- Purpose:
The purpose of the Council is to:
- Review opportunities and provide direction on the reengineering of the state's common business processes to facilitate cost savings and increased statewide governmental efficiency.
- Work closely with stakeholders to develop and to research ideas for improvements through enterprise solutions and the implementation of best practices.
- Research and develop funding solutions to be considered by the state.
- Advise and make recommendations to stakeholders about specific solutions that should be implemented.
- Assist process owners in educating agency management and personnel regarding the value of enterprise solutions.
- Advise and make recommendations to the Director of the Department of Administration, including potential discussion with the Cabinet and Governor's Chief of Staff, about enterprise technology solutions that should be considered for statewide use.
- Review opportunities and provide direction on the reengineering of the state's common business processes to facilitate cost savings and increased statewide governmental efficiency.

II. Membership
The ESC will have 19 formal members representing the Executive, Judicial and Legislative Branches in the four business process areas of human resources, finance, procurement and budget. The membership will be grouped into six tiers and a Chair and Vice Chair shall be elected from these member representatives. Each agency within Tier 1 and 2 shall appoint a representative from its respective agency. The Director of the Department of Administration will appoint a representative from Personnel, Finance, General Services and Information Technology Services. One council representative shall be selected, by the respective agencies, from each of the remaining tiers.
Although some agency representatives appointed to the council will have responsibility for all four business functions within their agency, each member will designate one primary area of interest and expertise.

Members are appointed for two year terms by their agency or their respective tier agencies either to represent the agency or to represent their agency and other members of the tier group. Non-members may be asked to serve on specific study or task groups with ESC members and are encouraged to follow Council activities.

III. Structure
- The ESC will operate in four distinct business process groups that interact as a system, where information flow is continuous and multi-directional. There will be four standing committees reporting to the ESC, with each committee selecting its own chairman:
- Human Resources
- Finance
- Procurement
- Budget
- Committee membership will be comprised of three to five ESC members, several members from agencies without an ESC member and several members from affiliated business process groups.
- Administrative support will be provided by the Department of Administration and by any other state agency participating in the ESC as needed.
- In May of odd-numbered years, the ESC members will elect a Council Chair and Vice-chair. There will be an ESC Executive Committee comprised of the Council Chair, Vice-chair, State Chief Information Officer and a designee of the Department of Administration.
- The ESC shall adopt operating procedures to govern its efforts.
- The ESC will operate in four distinct business process groups that interact as a system, where information flow is continuous and multi-directional. There will be four standing committees reporting to the ESC, with each committee selecting its own chairman:

- The ESC shall exist until September 30, 2005.
